Gutzon Borglum’s death, at age 73, on March 6, 1941, was the beginning of the end for the making of the monument. But as the United States prepared for World War II, and federal funds were needed elsewhere, Congress shut down the construction of Mount Rushmore and declared the monument complete, as is, on October 31, 1941. As the sculptor, Borglum, with Robinson’s support, had the artistic freedom to carve what he saw fit. He wanted Mount Rushmore to represent the first 150 years of the nation’s history, and so decided to carve portraits of four key presidents into the granite. In August 1924, Robinson wrote to Gutzon Borglum, an ambitious sculptor who was already carving on a granite cliff face in Georgia. “He knew that Borglum would have the skills and knowledge to get something like this done,” says Amy Bracewell, park historian at Mount Rushmore.

The 800-foot-tall stairway was never built and so the hall of records is not accessible to the public. Instead, it’s left for people thousands of years from now, who might wonder about the carvings in the same way we wonder about the pyramids of Egypt. Borglum’s Vision
The U.S. Government promised the Sioux territory, including the entirety of the Black Hills, in the Treaty of 1868. That lasted only until the discovery of gold on the land, and soon after white settlers migrated to the area in the 1870s. The federal government then forced the Sioux to relinquish the Black Hills portion of their reservation. However, American sculptor Gutzon Borglum, who was hired to design and execute the project, rejected that site because the rock there was too eroded and unstable and instead chose nearby Mount Rushmore with its solid granite rock face. Plans for the Mt. Rushmore Hall of Records as it’s known, was supposed to be a time capsule for future civilizations to discover.
Deep behind the enormously carved head of Abraham Lincoln is a secret room. Originally intended to be an 80 x 100-foot long chamber, it was designed to hold some of America’s most treasured historical documents and artifacts. Workers hung from a 3/8-inch steel cable in bosun's chairs as they worked with jackhammers, drills, and chisels and carried dynamite.
Borglum traveled to secure funding while his son, Lincoln, would supervise construction. His death and the project's lack of funds, coupled with logistical issues and the impending American involvement in World War II, ultimately led to the project being declared complete on Oct. 31, 1941. In 1995, TW Recreational Services was acquired by Amfac Parks& Resorts, which later changed its name to Xanterra Parks &Resorts. The Colorado-based Xanterra is the nation's largest parkmanagement company.
Borglum also figured that the words would be too difficult to read from below and scratched the idea completely. Albeit a major difficulty, funding was but one obstacle to the completion of Mount Rushmore. The sculptor also faced issues with workers and receiving permission, as well as geological challenges and the impending American involvement in World War II.
